What is citation mowing?
The term “citation mowing” refers to a person, or business, being cited for having grass which is too long and unsightly. The citation can be issued by a Home Owners’ Association, or by a community governing board, as in a city, or county, government agency.
Generally, the first citation comes in the form of a warning. You will be given an x number of days to comply with the standards expected of you. If you do not comply within that time frame, you will be issued a monetary penalty. In rare cases, even the monetary penalty does not force compliance, in which case it is possible that you could ultimately lose your property or be evicted from the community group for non-compliance.

Weeds or grass more than 12 inches high is a violation of the City Code. Failure to do so may result in a court citation and/or a bill for the City’s mowing services.
Who is capable of doing citation mowing?
Well, in truth, practically anyone with a mower can respond to the threat of a citation. However, to properly understand the fine points of a citation, and to have a working relationship with the various governing bodies in an area, it really does take a professional with a specific knowledge of citation mowing in various areas. Many a time we have seen homeowners do what they thought was mowing with complied to a citation, only to find out they had done it incorrectly. Stated another way, the fine print in a citation, and understanding that fine print, can be costly if not done correctly.
Equipment needed for the task.
The answer to this question is “it depends.” What is the nature of the mowing which needs to be done in order to comply to a citation? Are we talking level ground? Are we talking about a very large area? At the risk of sounding self-serving, it is our belief that only professionals should be turned loose to do citation mowing, professionals who have a good tractor mower and a brush hog attachment to tackle the tough vegetation which may need to be mowed. Are those two pieces of equipment always necessary? Certainly not; if your mowing citation only covers grass along your property strip alongside a road, you can most likely handle the situation with a TORO power mower. If, however, we are talking about a retirement community which covers a square mile, the proper equipment will need to be large and efficient.
